T-shirts.

Width is measured flat across the chest, not around the body.
Sleeve is measured from the shoulder seam to the sleeve hem.

Hoodies.
Width is measured flat across the chest, not around the body.
Sleeve is measured from the center of the back to the sleeve hem, so these numbers are much bigger than the shirt sleeve numbers. The two are not comparable.

Fit.
The shirt is a fitted cut. It sits closer than an old heavy tee. The hoodie is a regular fit.
Between sizes? Go up. Especially on the shirt.
